With the collapse of the Soviet Union came the 'Russification' of the Red Army: Soviet style uniforms, rank and medal traditions continue, albeit with a nostalgic Tsarist influence in terms of new awards, ceremonial uniforms introduced etc.

With the democratic changes that occurred, POLITICAL OFFICERS and Political Academies were abolished (and renamed).  Some would say this was done too hastily leaving a huge void in which the moral fibre of the new Russian soldier wasn't moulded. Political Officers moved in to EDUCATION roles and lost their traditional 'influence' amongst the new units.  Soldiers moral become so low that in early years post 2000 calls where being made to re-introduce the POLITCAL cadre system.

The Russians learnt invaluable PSYOP lessons from Gulf War 1, and naturally from their own conflict in Chechnya and the mess that was their own Afghanistan intervention.  In these conflicts, the value of PSYOPS was greatly enhanced. Russia's involvement in the Balkans also brought home the benefits of hearts and minds campaigns, civil military relations and perception management.

With the expansion of NATO - inclusive of former Soviet (modernised and pro Western) satellite nations, Russia has sought to counter this 'anti Russian sentiment' by looking inwards, rekindling a patriotism and defiance much akin to their isolation in the Great Patriotic War.

Putin has re-instated the POLITRUK and embraced the Russian Orthodox Church to ensure a morality, patriotic fervour amongst the armed forces (in defiance to the rest of the world and the apparent denial of Russian history, victories and sacrifices during WWII etc).

In 2018, Putin reinstated the Main Military-Political Directorate of the Armed Forces of the Russian Federation

Currently it is believed that close on 10 PSYOPS units exist - housed within the Russian Special Forces / Military Intelligence GRU family / Centre for Foreign Military Information and Communication of the General Staff of the Armed Forces of the Russian Federation.
