PSYOPS plays an integral military role in The Philippines Government's hold on law and order and promotion of democratic governance.

The country has had numerous military coup's and is beset with internal conflicts, convoluted social make-up and corruption.

The Government is currently fighting Communist rebels and is heavily involved in actions against Muslim secessionists in it's Southern States notably Muslim Mindanoa.  

The country is fighting it's own War on Terrorism, and HAS only recently has allowed co-operation with US Forces in matters relating to PSYOPS and Civil Military Operations -CMO.

PSYOPS actions and military campaigns have been undertaken under numerous guises over the years, most commonly recognisable today under the term - CIVIL MILITARY GROUPS - CAG or CIVIL MILITARY UNITS - CMU.

Within the Philippines Higher Command Force Structure one finds another interesting unit: The Civil Relations Service.

This Service has also played an important role in PSYOPS + CMO.

AFP CIVIL RELATION SERVICE

PSYOPS + CIMIC (CMO)  

It appears that in line with the US Army name change of the active PSYOP units within the Special Forces fraternity to MISO, The Philippines changed PSYOPS to Information Support Operations.

Philippine Army CIMIC + PSYOPS troops are referred too as :   warrior diplomats - Filipino soldiers specialized in Civil-Military Operations particularly in the conduct of peace building initiative, conflict

management facilitation, humanitarian assistance and disaster response.  A warrior diplomat soldier is culturally competent communicator, strong adherence to human rights, and socially dynamic and mutual partner in nation

building. These virtues demonstrate the roles of Filipino Soldier in the 21st Century

 

Civil Military Operations School

For several years, before the activation of the AFP CMO School, only the Philippine Army CMO School provided specialized training on CMO in the entire AFP. While the Army CMO School training gives emphasis on skills development and understanding CMO concepts, it only benefits mostly army personnel understandably because the concepts being taught were basically developed by the Army. Personnel from the two other Major Services who have graduated from the school are left only with Army concepts of CMO as models and are hard pressed at making it work to support Naval and Air Force operations. Consequently, development and understanding of CMO concepts and its applicability to AFP operations at a strategic level is inhibited. As the AFP’s Internal Security Operations redirects its thrusts in the conduct of Triad Operations where Civil Military Operations is considered a vital component, the need to create another CMO school to address these perceived gaps was conceived. A school that will not compete with the existing Army CMO School, but rather, complement its programs.

 

Established:  Armed Forces of the Philippines Civil Military Operations School was approved on 01 July 2006 placing it under the administrative and operational control of the Civil Relations Service, Armed Forces of the Philippines.

In coordination with CRSAFP and PAGAFP, conducts regular CMO related trainings.  Develops training programs to facilitate the conduct of CMO related trainings. Develops, tests and evaluates CMO related doctrines in support to the AFP’s doctrine development programs

Conducts limited Public Affairs, Civil Affairs and PsyOps activities in support to AFP mission.

 

With the return of CMO as a major staff function in the AFP operation, approval of the AFP CMO Doctrine, approval of  CMO as a secondary AFPOS and the formation of the AFP CMO Coordinating Council, the AFP CMO School vows to commit itself to sustain these gains and ultimately be acknowledged and given equal  importance and support as intelligence and operations in the conduct of AFP operations.

CMO Metal insignia: The seven-pointed sunbursts symbolize the numeric representation of CMO as the 7th Joint Staff of the AFP. The wheel stands for progress with the twelve sprockets signifying the year-round and countrywide effort in attaining its objectives. The flaming torch represents knowledge, communication and the unwavering commitment of the CMO Family. The laurel leaves stand for meritorious and outstanding service.
